Cosmetovigilance is the "system that allows monitoring the undesirable effects resulting from the use of cosmetics".

A cosmetic product is “any substance or preparation intended to be placed in contact with the various external parts of the human body, in particular the epidermis, hair system, nails, lips and external genital organs, or with teeth and the mucous organs of the oral cavity, with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them or keeping them in good condition, or correcting body odours” (defined by Decree-Law No. 189/2008, 24 September).

Cosmetics must not harm human health when applied under normal or reasonably foreseeable conditions of use. However, even if in accordance with the requirements, the use of a cosmetic can cause the occurrence of undesirable effects.
